The Township Fiscal Officer is an elected official and is independent of the Township Trustees, yet by law, he or she must work closely with the Trustees for the overall success of the Township. The Trustees have legislative authority in the Township, and the Fiscal Officer is the recordkeeper for the Township’s accounts and transactions. It is the responsibility of the Fiscal Officer to comply with legal requirements set for the position’s duties, to establish rules for efficient management of the office, and to follow good accounting practices for the Township.
Duties of the Fiscal Officer
The current Fiscal Officer is Thomas Krispinsky. His office is responsible for:
- Keeping the Township Minutes
- Issuance of Warrants (Signs all Township checks)
- Preparation of the Annual Financial Report
- Keep an accurate accounting record of all the township’s accounts and transactions
- Other miscellaneous duties as defined by Ohio Revised Code
Howland Township residents pay $18.25 per thousand dollars of valuation for township services which consist of police, fire and road. This consists of 3.5 mils inside millage (collected as a levy without being voted on by the people of a taxing district) and 14.75 mils (voted upon and approved by the majority of voters).
Surrounding townships, such as Bazetta (18.80), Brookfield (22.20), Liberty (28.00), and Warren (22.75), have higher tax rates for township services than Howland.
