The origins of the Howland Parks started back in 1976 under the direction of the Howland Township Joint Recreation Board. In 1984, this recreation board transitioned to the Howland Park District under the provisions of the Ohio Revised Code Chapter 1545, where it remains today. The Howland Park District is a separate political entity from Howland Township. It is overseen by three Park Commissioners who are appointed by the Trumbull County Probate Court and serve staggered terms.
