Howland Planning & Zoning Departments


Howland Township Planning and Zoning plays a vital role in shaping the community’s future by guiding responsible land use, fostering quality development, and preserving the township’s character. Through long-range planning initiatives, regulatory oversight, and collaboration with residents, developers, and public officials, the department ensures that growth aligns with the community’s vision.

Kim Mascarella is the Township Planning Director, and she oversees the development and implementation of plans, policies, and zoning regulations that promote sustainable development and community enhancement.

Dan Morgan is the Township Zoning Administrator, and he is responsible for reviewing zoning permit applications to ensure compliance with the township’s zoning resolution. The Administrator coordinates preapplication meetings with the appropriate township departments and county agencies.  The Zoning Administrator also oversees property maintenance inspection and enforcement, addressing violations to help maintain the safety, health, and appearance of the community.

The Howland Planning Director provides comprehensive administration for the Howland Planning Department and the preparation and administration of Howland’s future land use plans and current zoning ordinances for development within Howland. This planning direction is done in a manner that promotes growth in an orderly fashion, and in accordance with the Howland Comprehensive Plan, and it ensures that the rights of the property owners are protected.

The Howland Zoning Administrator oversees the Zoning, subdivision, and site plan review process. The duties of the Zoning Administrator include coordinating applications with the appropriate township departments and personnel. The Zoning Administrator is responsible for inspecting property within the Township for compliance with the Township Zoning Resolution, the township Property Maintenance Code, the Ohio Revised Code, and related codes and resolutions. This individual patrols the Township to investigate, document, and enforce observable code violations.
